See Wait! Bikes are traffic, too. Also see the California Vehicle Code as it relates to bicycles, especially Sections 21200 and 21202.

(Section 21202 refers to Section 21656, which says if you're slower than other traffic on a two-lane road and there are five or more vehicles behind you that can't pass safely, you must pull over when you can.) Relevant in the city? Relevant on a street with 200 bikes (traffic) and 10 cars (faster than traffic)? Hmmm.
